A BSC (Bordereau de Suivi des Cargaisons) certificate is mandatory for all cargo shipments to Niger in accordance with the customs regulations of the country. In English, it is alternatively referred to as the Electronic Cargo Tracking Note (ECTN).

In accordance with the circular letter (Decree N° 2013-465/PRN/MT) issued on November 15, 2013, it is mandatory for all shipments entering Niger to possess a BESC (Bordereau électronique de Suivi de Cargaison) certificate.

The shipper or the freight forwarder is responsible for acquiring the BSC waiver certificate from the authorized representative. The validation of the BSC certificate should be completed with a minimum of five days remaining before the vessel’s scheduled arrival.

Shipments lacking a BSC or containing inaccurate information on the BSC will incur a penalty of double the certificate cost along with an additional regulatory charge set by the authorities at the Niger National Port. This policy is strictly enforced to ensure compliance with regulations and to deter any attempts to circumvent the required documentation for incoming shipments.

Procedure for Obtaining a BSC Certificate

Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an BSC - Bordereau de Suivi des Cargaisons.
