ICC Prosecutor Dispatches Team to Ukraine for War Crimes Investigation

Prosecutor of the International Criminal Court (ICC), Karim A.A. Khan, has confirmed the deployment of a significant team to Ukraine to further investigate potential war crimes.

The delegation, comprising 42 investigators, forensic experts, and support staff, will continue investigative actions regarding crimes falling under the jurisdiction of the ICC, while also providing assistance to Ukrainian state authorities.

International Cooperation and Support

The Prosecutor expressed sincere gratitude to the government of the Netherlands for their substantial support to the Office, which has enabled a large number of seconded Dutch national experts to join the delegation.

Such collaboration significantly enhances the capacity to conduct on-site investigations and forensic examinations.

Since assuming the role of Prosecutor in June of last year, it has been emphasized that the work of the Office would be based on the principles of partnership, a creative approach, and bringing the work closer to those directly affected by crimes under the Rome Statute.

These principles are applied in other situations under investigation by the Office as well.

Key Objectives and Coordination

The key task for the staff of the Office during this trip is to accelerate the progress of independent investigations and strengthen cooperation with Ukrainian authorities on the ground.

The work of the investigative team will expand the circle of potential witnesses and gather testimonies regarding military attacks that may qualify as crimes under the Rome Statute.

To ensure continuity and build upon prior efforts, the delegation will interact with a team of French forensic experts working in Ukraine, focusing on victim identification, ballistic examinations, and the collection and storage of forensic evidence.

Furthermore, the delegation will engage with expert groups from other countries deployed to Ukraine to gain a comprehensive understanding of ongoing activities and enhance interaction among all participants in the process.

Financial and Expert Support

Following the publication of a note verbale on March 7, 2022, requesting support from member states, 21 states have offered to second national experts to support the work, and 20 states have pledged financial contributions.

Coordination and communication are crucial to ensuring all participants in the process of holding those responsible for crimes in Ukraine accountable can work effectively.

This collaboration aims to achieve significant results in the collective effort to establish the truth.

“Now, more than ever, we need to show the law in action. Today represents an example of how we can translate this imperative into results,” stated Prosecutor Khan.
