The Ghana Card is the national identity card issued by the National Identification Authority (NIA) to Ghanaian citizens living both in Ghana and abroad, as well as to legally and permanently resident foreigners in Ghana. It serves as proof of identity, citizenship, and residence of the holder.

Historical Context
The idea of national identification systems first arose in July 1973, through the initiative of the Vice President of Ghana, Dr. The project was discontinued three years later due to problems with logistics and lack of financial support.
Again, in 1987, the Government of the Provisional National Defence Council (PNDC), through the National Commission for Democracy (NCD), revisited the national identity card concept by establishing committees including a Technical Implementation Committee. Due to economic difficulties, the issue was not pursued.
Once again, in 2001, when the National Economic Dialogue was convened, the National Identification System (NIS) was seen as a major policy concern. By 2003, the National Identification Secretariat was set up to implement and manage the National Identification System (NIS).

Registration Process
To register for a Ghana Card, follow these steps:
- Complete the online application form. Remember to write down the Registration ID and password you created before completing the online application form so you can go back to the form when you need to.
- Submit the online application form and make an online payment.
- After paying, you will be directed to book a virtual interview appointment.
- When you receive the QR code, book a Biometrics Capture Appointment online which you will attend in person at the Mission Office.
- When going to the Mission Office, take the passport or Birth Certificate you used to complete the online application form with you.
You cannot visit the Mission Office to fill your forms or attend an interview. You cannot go to a Mission Office to book an interview. You cannot pay cash at the Mission Office for your application.
Mandatory Registration Documents
Applicants are required to bring along the following:
- Original passport
- Original Birth Certificate
- Evidence of acquired citizenship such as Naturalization or Registration Certificates.
Applicants are also required to bring along the following Government-issued identity cards or documents if they possess any of them.

Vouching Process
If you do not have any of the mandatory registration documents (Birth Certificate or valid Passport or Certificate of Acquired Citizenship or Naturalization document), a relative of yours, aged 18 years and above, who has already registered and been issued with a Ghana Card can vouch for you.
If you do not have a relative to vouch for you, two (2) persons aged 18 years and above, who have registered and been issued with the Ghana Card and who know you to be a Ghanaian can vouch for you.
If you are using the vouching process, you will be required to attend two interviews; your first one with be with a Commissioner for Oaths and the second interview is to confirm your Ghanaian citizenship.
If the applicant has no known relatives, two people (selected from a particular list) can vouch for the applicant, e.g.:
- A practicing or retired licensed Professional e.g. doctor, nurse, lawyer, accountant, engineer, architect etc.
- A serving or retired civil/public servant.
- A serving or retired member of the security services e.g.
Importance of the Ghana Card
It is important to register to ensure that you are not excluded from the formal economy and from economic, social and political activities in Ghana. The Ghana Card is mandatory for use in all transactions which require an applicant to establish his or her identity. E.g. opening and operating a bank account in Ghana, registering a plot of land in Ghana, applying for a driver’s license in Ghana and for acquiring a Ghanaian passport in/or outside Ghana.

The Ghana Card makes it easy to prove your identity or citizenship. With the Ghana Card, accessing services such as health, education, communication, insurance, banking etc. in Ghana will be easier, faster and safer. Ghanaians living abroad who hold a Ghana Card can travel to Ghana without a visa.
The NIA facilitates the integration of all public sector/ civil operation, law enforcement, corporate and business applications/systems to the NIS, and the provision of general identification services.
Here are some specific uses of the Ghana Card:
- Credit Information: The use of the Ghana Card can enable the banks in Ghana to easily establish a person's credit-worthiness from the Credit Referencing Agencies any time they apply for a loan.
- Registration of Business: Business registration is linked to a Ghana Card holder's PIN to help identify them as the true owner of their business.
- Education: The PIN of a Ghana Card holder's child is captured during enrollment into primary school and the number is used for admission into every school level until the child completes tertiary education. This helps in tracking the progress of a Ghana Card holder's child in the educational sector for necessary policy interventions.
- Job Search: The Ghana Card is used to establish a person's identity during job search.
- Access to Social Services: The Ghana Card authenticates a person's entitlement to government services.
- Protecting the Rights of Children: Child trafficking, especially for forced labor, is on the increase in Ghana, and children get lost daily.
- E-Commerce & Payment Industry: The Ghana Card is used in a multiplicity of situations - to register for offline services such as a loan or an insurance plan, while buying a car.
- Pension Claims: The Ghana Card identifies a Ghana Card holder as the rightful and only person authorized to receive their pension benefits.
- Insurance Claims: As a person needs to prove their identity in the event of any disaster for which they have to make insurance claims.
Ghana Card Features
The Ghana Card (ID Card) is plastic and has the size of a credit card. The ID card serves as a travel document for national travel.
The identity card is requested at the districts (and is issued for free to all Ghanaians) where a digital picture of the bearer's face and fingerprints are taken.
- On the photo a micro-holographic reflecting stamp is placed.
- The back contains the machine readable zone.
- The microchip, inside the card contains biometric data such as fingerprints of the holder, the image, signature, etc.
- The data can be extracted from the chip with wireless RFID technology.
Important Notes:
- THIS CARD IS THE PROPERTY OF THE GOVERNMENT OF THE REPUBLIC OF GHANA.
- NB: The ID card issued to citizens and non-citizens are the same apart from the national code in the Personal ID number (one reason that should make the Ghana Card usable by the EC).
Cost of Ghana Card
1. For Ghanaians living in Ghana, the first-time registration for a Ghana Card is free. 2. First time registration for the Ghana Card at a Premium Centre, as an institution or a household/group attracts a fee. 4. The update of personal information of an applicant which requires the printing of a new Ghana Card attracts a fee.
Update of Personal Information
Any update, which changes the information printed on the face of the Ghana Card already issued to an applicant, will attract a fee of Ghc35.00.
All other updates, which do not result in the printing of a new Ghana Card for an applicant, are FREE of charge.
All applicants for the update service will be required to provide the reason for the update and must support the request with evidence.
Here are some examples of updates and the required evidence:
- Correction of Name/Correction of spelling or order of Name - Birth Certificate or passport used during registration for the Ghana Card that shows the correct name of the applicant.
- Change of Name - Gazette Notification confirming applicant’s Name Change (affidavits will not be accepted).
- Correction of Date of Birth - A Birth Certificate or Ghana Passport used by the applicant during registration for his/her Ghana Card.
- Addition of or change of details of Institutional IDs - Document/ID from the relevant institution confirming the details.
- Correction of names of father and/or mother - A document that existed before the applicant’s registration for the Ghana Card and confirms the names of the parents e.g. a Birth Certificate or a Marriage Certificate of the applicant.
- Change from a foreign nationality to Ghanaian (foreigners) - A Certificate of Naturalization, an Oath of Allegiance document, and the Non-Citizen Ghana Card of the applicant.
- Change from foreign nationality to Ghanaian (dual citizens) - A Birth Certificate that confirms the nationality of the applicant, a Dual-Citizenship Card if the applicant has one, and a valid Ghana Passport if the applicant has one.
- Change of occupation - documentary evidence supporting the change such as a professional certificate of the applicant or record of employment.
- Change of level of education - Applicant’s school records confirming course taken or new educational level.
- Change of Disability Status - Statement or letter on a hospital or doctor’s or medical professional's letterhead, statements, records or letters from an agency of Government that issues or provides disability benefits.
Replacement of Lost or Damaged Card
For Ghanaians, you Pay a current amount of GHC 30.15 via mobile money. Non-Ghanaians Replacing loss Non-Ghanaian Identity Card, You pay U$60 or its equivalent.
Applicants must bring along their damaged or defective Ghana Cards where applicable.
Applicants should also take note that not every request for an update or replacement will be handled on the day it is made. Review of requests may take longer than a day, as the approval of the requests are done at the National Head quarters. Applicants will be required to pay the statutory fee only when requests are approved and NOT before.
NIA's Mandate in Ga West Municipality
The National Identification Authority (NIA) of the Ga West Municipality was established in November 2021 to help develop and manage a National Identification System (NIS) and issue national ID cards to the Ghanaian populace and foreign nationals legally and permanently resident in the Municipality.
The general mandate of the National Identification Authority (NIA) is to create, maintain, provide and promote the use of national identity cards in order to advance economic, political and social activities in the Ga West Municipality.
Therefore, Municipal office is to ensure that eligible applicants who have successfully been captured onto the NIS during the mass registration exercise but have not received their cards get their cards.
Again, all unregistered Ghanaian citizens and foreign nationals legally and permanently resident in the municipality have their personal data captured onto the National Identification System (NIS) and have their Ghana card issued out to them amidst upholding the highest standards of the authority in the municipality.
To achieve this, the office is consistently engaged in educating and sensitizing the populace in the municipality on the NIS, its purpose, uses and more importantly the benefits of the Ghana card.
Eligibility criteria in terms of the major documents needed, who can or cannot vouch for an applicant and so forth are being made clear to them.
Consequently, thousands of new eligible Ghanaian citizens in the Ga West municipality have had their personal data accurately and successfully captured onto the NIS and issued with the Ghana card within the period.
Again, thousands of applicants who have already been enrolled during the mass registration have had their cards issued out to them successfully. This enabled them register their SIM cards within the required time for the SIM registrations.
The accurate capturing of the personal data of the eligible citizens in the municipality through strict adherence to international standards is actually relieving them of the challenges replete with security, acquisition of passport and driving license, and registration of their voter cards in the municipality.
Again, the concerns of most citizens in the municipality about the short falls in public services delivery and human development activities such as registration of marriages, births and deaths, social security and the national Health Insurance have become so easy with the Ghana cards.
