Established on December 18, 2015, based on Council of Ministers Regulation No. 366/2015, ECWC has an authorized capital of Birr 20,313,608,143.90, out of which Birr 15,598,806,251.43 is paid up in cash and in kind. Council of Ministers Regulation No. 390/2016 amended the establishment of the corporation on September 28, 2016.
ECWC was formed through the amalgamation of the Ethiopian Road Construction Corporation, the Ethiopian Water Works Construction Enterprise, and the Ethiopian Prefabricated Building Parts Production Enterprise. This merger created a powerhouse with a rich legacy dating back to the late 1940s and early 1950s.

Ethiopian Construction Design & Supervision Works Corporation (ECDSWCo.)
Complementing ECWC's construction capabilities is the Ethiopian Construction Design & Supervision Works Corporation (ECDSWCo.), a multi-disciplinary Engineering firm. ECDSWCo. was founded by the amalgamation of three companies: Water Works Design and Supervision Enterprise (WWDSE), Construction Design Share Company (CDSCo.), and Transport Construction Design Share Company (TCDSCo.).
These entities were engaged in Planning, Study, Design, and Supervision of Water & Hydropower, Building & Transport Sector Works since 1998, 1977 & 1987, respectively. ECDSWCo. is now a fully integrated Engineering Consulting Firm giving consultancy services with six business units in areas of Water and Energy, Building and Urban, Transport, Geotechnics and Underground Works which are supported by fully organized & dedicated two centers; One with advanced Laboratory & Research, the other with Surveying, Geospatial and Civil Informatics in search of excellence and quality. For ECDSWCo. excellence and qualities are more than rhetoric.

Historical Context
The Imperial Government of Ethiopia recognized the need for a dedicated road agency and established the Imperial Highway Authority (IHA) in 1951. IHA was responsible for planning, designing, constructing, and maintaining roads throughout the country.
