Chad Q. Brown: A Comprehensive Biography

Proclaiming himself “proud, yet humbled,” Gen. Charles Q. Brown, Jr. was officially installed Aug. 6 as the Air Force’s 22nd Chief of Staff, becoming the first African American in history to lead a military service as its highest-ranking officer.

In remarks following the formal “Change of Responsibility” ceremony in which he took over from retiring Gen. David L. Goldfein, the 21st Chief of Staff, Brown acknowledged an array of people who influenced his life. Among them were his wife, Sharene, and his parents, as well as a list of Air Force colleagues, including Goldfein and other “extraordinary leaders.”

Yet, cognizant of the moment in history, Brown also noted, “Today is possible due to the perseverance of those who went before me serving as an inspiration to me and many others."

“Those like the Tuskegee Airmen, Benjamin O. Davis Jr., Chappie James, African American leaders across our Air Force and military, past and present, to include today’s special guest, Ed Dwight, America’s first African American astronaut candidate,” he said.

“It is due to their trials and tribulations in breaking barriers that I can address you today as the Air Force Chief of Staff.”

Brown, who previously served as commander of Pacific Air Forces, was elevated to his new assignment during a solemn, socially distanced, 90-minute ceremony that focused on his achievements while also honoring Goldfein’s 37-year service in the Air Force and his four years as chief of staff.

Among those paying tribute were Defense Secretary Mark Esper, Department of the Air Force Secretary Barbara Barrett, and Chairman of the Joint Chiefs of Staff Gen. Mark A. Milley. The ceremony also honored Goldfein as Esper presented him with the Defense Distinguished Service Medal.

Esper honored Dawn Goldfein as well, presenting her with the Department of Defense Distinguished Public Service Award.

“Gen. Goldfein, Dave, our Airmen thrive in today’s environment because of your strong leadership and your steadfast commitment to upholding the core values of the Air Force - integrity, service, and excellence, each and every day,” Esper said. “The United States of America is safer because of you. Thank you for your lifetime of service to our great nation.”

Moments later in remarks to the new Chief of Staff, Esper said, “In returning to the Pentagon, Gen. Brown brings with him more than 35 years of service distinguished by a depth of expertise and experience that makes him exceptionally qualified to be our nation’s next Air Force Chief of Staff.

“I am confident you will take the Air Force to greater heights and I’m excited to watch you lead.”

In her remarks, Barrett offered similar praise for Goldfein’s service and accomplishments. Like others she expressed confidence that Brown has the correct mix of experience and temperament to lead the Air Force to a bright and dominant future. Brown, she said, “brings a wealth of joint leadership experiences and global perspectives to his new role as 22nd chief of staff of the Air Force. Embodying the Air Force core values of integrity, service before self, and excellence in all we do, General Brown has the right character, experience, and perspective to lead the United States Air Force.”

Like Goldfein and those who came before, Brown as chief of staff is responsible for ensuring the Air Force is trained, ready, and equipped to accomplish any mission at any time. Yet he’s also taking the reins of an Air Force in transition, one moving from a decades-long priority on combating and containing terrorism to a new era of Great Power Competition.

The military must be trained, ready, and properly equipped to confront, deter, and if necessary, defeat, challenges from Russia and China. It also comes at a time of heightened challenges from North Korea and other geopolitical shifts across Asia.

In his remarks, Brown said he would work to build on Goldfein’s accomplishments while also adding his own imprint to assure that the Air Force remains the most advanced, professional, and lethal in the world.

“I am committed to addressing today’s challenges while preparing for the future so we can better compete, deter, and win,” he said, surrounded by an unmistakable lineage of historic aircraft, including a gleaming chrome-plated P-51 Mustang, a fifth-generation F-35 Lightning II and a HH-60G Pave Hawk helicopter.

“To do so, we must no longer defer, but must accelerate the needed change and tough choices we’ve often discussed. We must develop and empower leaders and provide the quality service and quality of life where our Airmen and families can reach their full potential,” he said.

Adding a dose of realism, Brown said, “No doubt there are challenges ahead that will be difficult, but not impossible. I look forward to working with the Joint Chiefs, providing our best military advice to address challenges the joint force faces today and will face in the future.”

As he noted in March when he was nominated to be chief of staff, Brown said again that he will continue to be guided by what he described as his “four tenets” of leadership - execute at a high standard; be disciplined in execution; pay attention to the details; and have fun.

In his farewell remarks, Goldfein like Brown listed those who influenced and shaped his career. Among others, he singled out Chief Master Sergeant of the Air Force Kaleth O. Wright, calling him his “wingman.”

“Of all the decisions I made as chief, the best by far was hiring Chief Wright,” he said.

Goldfein also thanked his wife, Dawn, saying it was a “blessing” to have her “side by side” with him for his entire Air Force journey.

“For the past 37 years, she adjusted her dreams so I could follow mine,” he said.

Then, to Brown, Goldfein said, “As I took the chiefs walk for the final time (on Aug. 5), I could not be prouder that a true warrior, leader and personal friend will be taking his first walk of the chief tomorrow as chief of staff of the Air Force.

“Congratulations to both of you,” Goldfein said.

The Browns are self-proclaimed foodies who explore the DMV restaurant scene and steal time for walks together.

It is during these no-tech-allowed strolls when the Air Force’s top couple catch up on their days and feed their relationship. And it takes work to maintain, Air Force Gen. Charles “CQ” Brown Jr. said of marriage and a military career. He and his wife, Sharene, met after he was already an airman but she was no stranger to the lifestyle.

Sharene Brown says the adventurous side of military life has long been a favorite aspect of being a dependent ID cardholder.

“First of all, I would describe military life as adventurous. I’m an adventurous person anyway; I like to travel; I like to see different things and what not.

A 2019 survey found the rate of unemployment for military spouses to be 24%, according to Blue Star Families. It is reflective of the old adage that as much as things change, they stay the same. In fact, Sharene Brown said change is the one thing that remains constant throughout the decades for those married to service members.

“There are things that I have experienced that I have grown from, but there are still some circumstances that are not much different. If I go back a few years to when I first came in, I was looking for a job and had a hard time finding one, moving from place to place. Then our family started to grow … our oldest son has some learning challenges, and so the plan was to go back to work after he got into school. It didn’t necessarily work out because of the challenges and I was determined at that point to just make sure he was going to be fine,” she said.

The connections she built over the years alleviated some of the common stressors she faced. Sharene Brown was not shy to dig in at duty stations, either. She relishes in the couple’s time overseas where they often chose to live off base to get a greater sense of the culture.

Gen. Brown also grew up as a military kid. His dad, who retired from the Army as a colonel, guided Gen. Brown through the process of applying for ROTC scholarships. In 1984, Gen. Brown was commissioned as a distinguished graduate at Texas Tech University.

Air Force Weapons School as an F-16 Fighting Falcon Instructor, according to his official biography. He said it was working with the people at that school that led to a snowball effect of positive career experiences, leading him to contemplate a long-term future with the Air Force.

“I got to see a bigger part of the Air Force. In the summer of 2020, Gen.

“I would say there’s a before and an after: before George Floyd and after George Floyd. Before, I already knew it [my appointment] was historical in the like, and you know I’ve thought about it but I haven’t really. Partly because, a lot of the times in the jobs I’ve been in, I’ve been either the first of or the only one. It’s probably in some cases - I hate to say it this way - it’s a bigger deal for some others than it is maybe for me because I’ve lived this. … I am who I am and I just want to be good at what I do, and be recognized as a good officer. And then after that, be recognized as a good African American officer.

“I think after George Floyd, a bit more visibility and pressure was on the fact that I’m coming into this position. I think it adds a bit of extra weight because there’s some expectation that I’m going to be able to do things, but I’m just one person and I have almost 700,000 airmen that will have to buy into whatever good idea I come up with.

In 2020, leaders ordered an independent review focusing specifically on assessing racial disparity in military discipline processes, personnel development, and career opportunities as they pertain to Black airmen and space professionals.

The examination included a look at survey findings from more than 123,000 responses, formal interviews, and listening sessions. Gen. Brown said small steps have been made, but his priority is to do “the deeper dive” that would include determining the root cause of the problem so recommendations can then be made of how to move forward.

“Do some of the tools we have, are they biased in some way? Not purposely but for whatever reason, we may have missed opportunities and that all comes down to exposure. At the same time, leaders are grappling with the ongoing pandemic that has placed restrictions on the normal way of doing business. Gen.

“The key part is knowing your people, and you can’t know they’re having a bad day if you don’t know them - because you can’t tell the difference between a good day and a bad day. And some of that has to happen before you get into a crisis. I found just a few minutes goes a long way. It’s building relationships with the people you work with; you got a professional relationship but you also got to have a little bit of a personal relationship - know about them, their family, some of the ups and downs they have, and talk to them about what they do in the evenings, what they do on the weekends. Gen.

The line of communication between airman and leader is also important, especially for those junior enlisted members and officers who have certain aspirations in the Air Force. Gen.

“Always ask for what you want. The worst the Air Force can do is tell you no, but they can’t tell you yes unless you ask,” he said. “I just tell airmen to explore what it is you want to be able to do, and then share that with your leadership so they have an opportunity to help you get to where you want to go. Or, to help you understand you may not be qualified for where you want to go - but you have to have the conversation. Gen.

“Flying was not the reason why I came into the Air Force or even why I stuck around. I mean, I like to fly, but it’s not the end-all be-all for me. It’s making a difference and that’s the key part; if I can do something that will change the Air Force for the better, make it better for our airmen and families.

President Donald Trump fired Air Force Gen. Charles Q. Brown Jr. as Chairman of the Joint Chiefs of Staff, announcing his intent to nominate retired Air Force Lt. Gen. John “Dan” Caine to replace him in a social media post Feb. Caine is a highly unusual choice. Caine never served in those roles. However, the law also states the those requirements can be waived “if the President determines such action is necessary in the national interest.” Congress must confirm any nomination.

Caine retired in December after a tour as Associate Director for Military Affairs at the CIA. Air Force Vice Chief of Staff James C. Chief of Naval Operations Adm. Additional firings are believed likely, some sources said.

“General Caine is an accomplished pilot, national security expert, successful entrepreneur, and a ‘warfighter’ with significant interagency and special operations experience,” Trump wrote on his social media site Truth Social.

Trump blamed former President Joe Biden for not promoting Caine to a four-star general. “During my first term, Razin was instrumental in the complete annihilation of the ISIS caliphate. It was done in record setting time, a matter of weeks,” Trump wrote, using Caine’s callsign.

A retired general can legally be recalled to Active service; Army Gen. Peter Schoomaker was recalled to become Army Chief of Staff in 2003, and Army Gen. Maxwell D. Taylor was recalled to Active Duty to become an advisor to President John F. Kennedy and later Chairman of the Joint Chiefs in 1962, three years after retiring after a tour as Army Chief of Staff.
