Community Housing Advocacy and Development (CHAD) is the largest nonprofit provider of permanent affordable housing in Chicago's western suburbs, serving the community for over 30 years. With more than 500 housing units across 30 communities in northeastern Illinois, CHAD offers a variety of living options, including apartments, townhouses, and single-family homes, ensuring stability for families in need.
Dedicated to supporting over 1,100 individuals each year, CHAD focuses on reducing housing costs and fostering family unity, as evidenced by testimonials from residents who have found financial relief and stability through their programs. The organization is committed to creating a safe and healthy environment, prioritizing the well-being of both residents and staff amidst ongoing public health considerations.
Eligibility for CHAD's Affordable Housing Options
For all affordable housing options offered by CHAD, eligibility is primarily based on household income. CHAD offers below market rents to income qualified applicants. Our services are directed primarily to hard working individuals and families who struggle to help themselves.
Types of Leases Offered by CHAD
CHAD provides several types of leases to accommodate various income levels and needs:
- Low Cost Rental Housing Lease: This lease type is designed for individuals and families who receive NO public assistance and have limited incomes ranging between 40% and 120% of the Area Median Income (AMI). However, in instances where a particular property has been acquired and/or rehabbed with federal, county or municipal grant funding, then the property may be further restricted to low income households earning 80% or less of the Area Median Income. Income guidelines for grant restricted properties are based on federal HUD Guidelines.
- Subsidized Housing Lease (Housing Choice Voucher): The Housing Choice Voucher (HCV) program (formerly known as Section 8) is a federally funded program for assisting very low income families, the elderly, and disabled persons with their housing needs. Program participants are required to pay 30% (but can pay up to 40% ) of their adjusted gross income towards rent and the federally funded voucher pays the remaining portion of the rent directly to the landlord. CHAD accepts the Housing Choice Voucher at all of its properties.
- Community Agency Partnership Lease: CHAD has developed strong working relationships with several nonprofit agencies to help residents gain supportive, permanent, affordable housing. Basically, these partner agencies identify individuals and families for whom they feel are eligible for permanent affordable housing and “sponsor” them by providing a housing subsidy that is paid directly to CHAD. The household income of these particular residents ranges between $26,000 and $47,000 per year.
