The Tragic Relationship Between Ashlee Rucker and Chad Absher: A Story of Abuse and Law Enforcement Failures

The story of Christina Ashlee Rucker, a 30-year-old woman from Jacksonville, Florida, is a tragic example of domestic violence and the failures within the legal system to protect victims from repeat offenders. Ashlee, as she was known, was killed early Tuesday in a shooting that also left her sister, Lisa Danielle Rucker, critically wounded. The man wanted in connection with the double shooting is 32-year-old Chad Olan Absher, identified by the family as Ashlee's ex-boyfriend.

A History of Abuse

According to Ashlee’s uncle, Doug Freeman, she was in an abusive relationship with Absher, who had a prior criminal record. Freeman stated that the shooting, which occurred in front of Ashlee's 8-year-old son, was not surprising given the history of violence. Absher had allegedly posted photos of Rucker with injuries, including knife slashes and black eyes, on social media. The double shooting came on the last day of Domestic Violence Awareness Month.

Jennifer Parang, the Ruckers' oldest sister, told News4Jax that Absher and Ashlee Rucker had a physically abusive relationship. "He wasn't just smacking my sister around a bit," Parang said. "He was beating her like she was a man."

Court records indicate that Rucker and Absher were evicted from a home in May, after which she moved into the San Juan Avenue condominium with her sister. Freeman believes that the shooting occurred after Absher "just showed up" and an argument ensued, with Lisa Rucker intervening and being caught "at the wrong place at the wrong time." Ashlee Rucker was dead at the scene and 28-year-old Lisa Rucker was shot in the face and is in critical condition.

Law Enforcement Involvement and Failures

Absher has a history of violence. He was arrested in 2006 for stalking a previous ex-girlfriend, pleaded guilty, and served three years in prison. That woman and another woman with the same last name both obtained domestic violence injunctions against him last month.

Reveal’s Jennifer Gollan leads an investigation that exposes the consequences of passing gun laws with no teeth. For the first time, Reveal tallies the number of intimate partners, children and bystanders whose lives are shattered by abusers who fail to give up their firearms. Our analysis of 21 states finds that from 2017 through 2020, at least 110 intimate partners, children and bystanders were killed by suspects using guns they weren’t allowed to have under federal law and, in some cases, state law as well.

According to police reports from early 2017, Ashlee had reported that Chad possessed a firearm and threatened her with it. The reports indicate that officers responded to a domestic battery call and found Ashlee with scratches on her face. Despite this clear violation of federal and state laws prohibiting convicted felons from possessing firearms, no apparent action was taken to remove the weapon from Absher's possession.

Absher's former landlord, Andy Lomax, said he evicted Absher over a month ago for not following tenant rules, citing an incident with a woman that led to police being called. "At that point, the neighbors were in fear and I wanted to get him out," Lomax said. "I wanted to get him out of the neighborhood. It's a nice neighborhood."

The Wider Implications

The tragic events surrounding Ashlee Rucker's death highlight the critical need for stronger enforcement of existing gun laws and better protection for victims of domestic violence. Despite laws prohibiting convicted felons from possessing firearms, loopholes and failures in enforcement allow dangerous individuals like Absher to continue to pose a threat.

Former JSO Detective James Brown told News4Jax why Absher could pose a threat to others. "(The) more desperate this person gets, the more dangerous he becomes because he starts doing (things) out of desperation. I think, since it was limited to these particular victims, he would have to wait it out."

Freeman hopes that this incident will serve as a wake-up call to other women in abusive relationships. "Maybe this can be an example to other women," he said.

The case of Ashlee Rucker and Chad Absher is a stark reminder of the devastating consequences of domestic violence and the urgent need for comprehensive reform in law enforcement and victim protection.
